This rule is as much to protect you and your dog as it is to protect others. It is a county ordinance that dogs must be kept on a leash at all times. (Vigo County Ordinance Health Code 3-45) Although you may trust your dog and be certain that he would never hurt anyone, he may be attacked by another dog or animal, and a leash would allow you to remove him from harm's way much faster. Wild animals can sometimes carry diseases that may possibly even kill your dog.

And last, but certainly not least, Terre Haute city parks are meant to be a sanctuary for wildlife. Even if your dog means no harm, barking and otherwise harassing can put a great deal of stress on a wild animal. If your dog is on a leash, you will be better able to control the situation.
