The successful candidate serves as a System and/or Network Administrator for the City of Terre Haute Office of Information Technology, responsible for the designing, planning, researching, installing, configuring, maintaining and tuning hardware and software system, including related infrastructure.  After hours on-call support for end-users is required and is on a rotation basis.

Will install, configure and maintain server hardware (both physical and virtual), network devices, telephony servers and operating systems as well as backup and recovery systems and equipment. Develop and maintain all systems, applications, security, and network configurations. Monitors email and web servers, content filters and storage. Create and delete user accounts and maintains security levels on applications, storage folders and databases.  Troubleshoots network performance issues, analyzes and resolves problems associated with server hardware. Tests and evaluates network systems servers and desktop systems to eliminate problems and make improvements. Recommends hardware, software applications, upgrades and patches.  Provides technical support and guidance to users.  Creates, tests and maintains disaster recovery plans.

  • Completion of two (2) years of college-level work in information systems, computer science or a closely related field, OR completion of two (2) years of college-level work in any subject and two (2) years of technical work experience, OR completion of a Microsoft Certified IT Professional or CompTIA Server +, or Cisco Certified Network Administrator and two (2) years of technical work experience.
  • Experience with Microsoft Windows operating systems, specifically Active Directory, Group Policy, DHCP and DNS. Experience with server virtualization, VMWare experience is preferred. 
  • Working knowledge of networking, server, storage, telephony, LAN/WAN, router, and switch configuration and administration; application of the OSI model.
  • Working knowledge of network monitoring and alerting systems, network security management systems, mobile device management, and security appliances.
  • Working knowledge of Windows based development tools, and the ability to learn other software and hardware applications as needed.
  • Experience using standard scripting languages, including, but not limited to, PowerShell and VBScript to automate repetitive processes is preferred.
  • Ability to effectively communicate orally and in writing with co-workers, other city departments, vendors, public officials and the general public
  • Ability to provide public access to or maintain confidentiality of department and city information and information records according to State of Indiana requirements
  • Ability to read, understand and interpret technical manuals, detailed prints, sketches and specifications and perform arithmetic calculations
  • Ability to work on several tasks at the same time, and work rapidly for long periods of time, complete assignments effectively amidst frequent distractions and interruptions.
  • Ability to work alone with minimal direct supervision and also to work with others in a team environment.
  • Ability to analyze, evaluate, observe and diagnose data, records, logs, and make a determination based upon data analysis.
  • Ability to occasionally work extended, weekend and/or evening hours and occasionally travel out of town for training, sometimes overnight.
  • Possession of a valid Indiana driver’s license and a demonstrated safe driving record.

Duties:

  • Maintains computer and network systems, including ensuring hardware and software perform to standards, monitoring data to ensure integrity, performing timely backups and periodically adding/removing users.
  • Receives and responds to user requests, including identifying/clarifying needs and determining and analyzing feasibility, compatibility with existing systems and cost and level of effort to implement a solution.
  • Provides technical support to system users as needed, including receiving and responding to calls for assistance, identifying/researching problems, providing assistance and instruction, making minor repairs and/or contacting appropriate vendor technical support providers. Monitors work of service providing vendors to ensure proper completion of repairs. 
  • Maintains and reviews log files for proper performance of City systems, backups, security and remediation of virus’s and other information security concerns.
  • Installs and upgrades server based software packages
  • Monitors and maintains backup and recovery functions for all city hosted applications
  • Assists clients with technical support; acts as second level of support for help desk
  • The installation, configuration, troubleshooting, and maintenance of desktop software, server software and applications, device drivers and related applications
  • Provide technical support for network, email, and internet troubleshooting to other software and hardware staff
  • Provide Help Desk trouble ticket information for service level tracking
  • Maintain and publish documentation on relevant projects and tasks
  • Maintains current knowledge of computer technology, software and programming techniques by reading periodicals and occasionally attending training seminars
  • May provide software and hardware training to users as needed, and assist with report preparation as requested.
  • Assist in the development of system administration policies and procedures
  • May periodically attend job-related meetings, seminars and training as requested. Some travel may be required with over-night stays being necessary
  • Provide prompt and courteous service to all end users and peers
  • Performs related duties as assigned
  • Periodic on-call duties and 24 hour on call for and during emergencies

Responsibility:

Incumbent will be on-call for support of IT systems for operations in City Departments including public safety systems, engineering systems, and other systems that may require 24x7 coverage.  Position requires the carrying of a cell phone/pager and to be on-call 24 hours per day to respond to emergency situations. Occasional weekend and/or evening work is required. 

Incumbent may be required to support users and equipment away from the primary work location, requiring use of own vehicle for transportation.  Mileage for POV is a reimbursable expense.

Personal Work Relationships:

The successful candidate will maintain frequent contact with co-workers, other city departments, public officials and the public for purposes of exchanging information and providing training and assistance.

Physical Effort and Work Environment:

Work is generally performed in a standard office environment, but may entail site visits both outdoors and indoors in various equipment locations within buildings to assist with projects.

  • Daily use of computer (keyboarding) and office telephony equipment is required.
  • While this position commonly entails 50-80% sitting and the remaining time standing or walking, the following physical demands could be associated with this position:
  • Lifting or carrying up to 50 pounds (i.e. PC or various network equipment and or tools).
  • Pushing or pulling up to 100 pounds (i.e. on a cart or pallet).
  • Stooping, kneeling, crouching, climbing, or reaching (i.e. cabling and for installation of various computer equipment).
  • Use of traditional computer data entry and interface devices, such as keyboards, mice, trackballs, video display equipment.
